Very few people know, and they’re probably much too busy to tell you about it in any great detail. That’s why Dirt Rally 2.0 exists. Since its earliest outings under the Colin McRae banner WRC 10 is a great rally game and a lovely, if a fraction flawed, ode to the… 49-year history of the World Rally Championship. The end result isn’t streets ahead of the already impressive WRC 9

Short answer: yes. Long answer: yeeeeeeeeeeees. GOTY is the full game, you don't need to buy separate DLCs. Two of them are not included in the GOTY, but they are merely a career boost that adds some old cars to your garage and you can easily do that on your own by just earning the in-game currency. 26.

DiRT Rally 2.0. Sharpness settings. I would be interested to know what settings you are using in terms of sharpness. TAA is too washed out, without TAA it's too fine-grained for me. Currently I have set 8 x MSAA, activated TAA, no additional sharpening in gpu driver at UWQHD. 100% Radeon Image Sharpening. So shut game down turned off pc, with pc off go to tv menu and find the HDMI EDID 2.0 and make sure it is set, you also should have HDMI 2.0 capable cable. If not it may not work. Start the pc with the tv menu showing HDMI EDID on 2.0 the pc will now boot up with the gpu in 60htz mode.

On PC it doesn't make much sense, because graphics settings are still adjustable. For what I figure, your HUD (OSD page) settings don't matter, you'll just need to have everything Off on the Assists page, excepting at least Clutch Override which can be left On if you're on Manual Sequential. It'll still count as driving without assists.
