Choose a game that you want to play offline and click Start. Choose the option to play multiplayer. Connect your second controller to your console then press the PS button to turn it on. You’ll be directed to the log-in button where you will be asked who is using the controller. Tap on New User. Select Play as a Guest. Not every single one. BO2 Peacekeeper, Ghosts Maverick and Ripper, all the MW2019 dlc weapons except sykov is playable offline (I think WW2 dlc guns as well but I don’t have any dlc for it). AW, IW, BO3, BO4 and BO CW dlc weapons are not useable offline unless in zombies.

It does indeed have splitscreen on PC, i play it with my GF from time to time. Add you controller when you startup. Go to social. Press a on cobtroller or "start" (it will show the pronpt on bottem left screen in social). Second player doesnt progress anyyhing tho, and stats dont count. Works in MP zombies and custom modes. This game is playable offline. You can choose "local" in both zombies and MP, without logging on. I can't recall if there's restrictions for local play, like less loadout choices and no consumables for zombies, but you can definitely play all of the maps.
